Special Issue for Mothers

Women were already in a more precarious economic position than men, and the economic downturn is hitting them especially hard. The soaring prices of energy, food, and other basics take a bigger bite out of women’s limited family budgets. According to one recent study, a woman’s standard of living decreases at least 30% after divorce. For mom’s who provide primary support for the family’s children, child support is a critical element of survival.

Child Support

Child support can make a world of difference in the lives of the children and families who need it. In order to grow up healthy, happy, and well adjusted, children need support and care throughout their lives, and if that chain of support is disrupted there is no telling how it could affect them.

The purpose of child support is to provide for the needs of the child. The needs of the child are not limited to direct expenses for food, clothing, school and entertainment. Child support is also to be used for housing, utilities, transportation, and other indirect expenses related to the day-to-day care and well-being of the child.

Factors in Calculating

When Colorado courts determine child support payments, they take into account several factors like the number of minor children, any special needs of the child, the incomes of the spouses, health insurance premiums for the children, and the number of overnights with each parent.

In general, the combined gross income from both parents provides a base. Child support payments are determined by appropriating respective percentages to each parent. The gross income includes all sources. Overtime and second jobs might not be exempt.

Unfortunately, child support orders don’t anticipate the myriad of other expenses that accumulate in every day life.

A recent national study of mothers who do receive child support for minor children show the following break down of monthly support payments for each child:

  • Median amount: $4,250
  • 36.0% < $3,000
  • 22.9% $3,001-$5,000
  • 23.5% $5,001-$9,000
  • 17.6% > $9,000

Child support statistics:

  • 84% of child support recipients are women
  • 60% of child supporters provide for one child, 30% support two, and 10% support three or more children
  • Almost 50% of the people who make child support payments are younger than 40
  • Men pay a medium of $3,600 annually to support their children, while women pay a medium of $2,400 each year
  • The median income of a provider of child support is $42,000
  • 76% of the child support payments are due to court order or child support agreement

Falling Behind

In Colorado, despite aggressive child support efforts by the state and at federal levels, a vast majority of parents who are supposed to receive child support report continuing unmet needs. The problem is particularly extreme for those who were never married to the child’s other parent.

Never married mothers typically don’t have a court order establishing a legal obligation to pay child support. Also, never married moms more frequently have incomes that fall below the poverty level. Overall, single women in Colorado who do have child support orders receive only about half of the support they were due.

Of all Colorado women due child support, 73% reported that they had experienced problems in collecting support. The average amount of back due child support was $12,000. Payment patterns got worse over time and when parenting time problems arose.
The most common ways of collecting child support are:

  • Wage withholding: 33.8%
  • Direct payment to parent: 31.7%
  • Direct payment to child support agency: 14.38%
  • Direct payment to the court: 17.7%
  • Other methods: 2.4%
